After much searching of forums and "Reverse trike insurance" one of the Slingshot forums had a positive statement about reverse trikes from the CEO of Progressive. As I have two Bikes with them already (A 2005 Honda VT750 and a 2007 VTX1800) I decided to give them a call.
Using the Manufacturers stamped VIN number, I was able to get insurance via Progressive, they did not seem fazed by a request for an assembled reverse trike. Key words seem to be "Garaged", "less than 5K miles per year" and "Not my primary vehicle".

I have a letter here somewhere from Progressive about running a Car Tire on my Scooter. It says as long as its a DOT approved tire that I can run that Car Tire on my motorcycle. I have run car tires on my 2 wheel scooter for over 160,000 miles.

I called about 10 companies its the only one I found willing. Scary because if they change their policy there's a chance there may be no way to get insurance. Unless its done in a shady way. The original premium price changed when they tried to run my 12 digit state assigned home made vehicle VIN number and the agent had to call her help desk to figure out how to get their system to accept the non standard vin.

I’ve never had problems with any of mine. The DMV has said to fill in with 0’s to make up the difference. The actual registration stays 12 digits and their records show 12 the computer input needs 17. And remember there are still lots of vehicles from pre-17 digit serial number. When you go for annual inspection they also just type in 0’s to make up the difference. I’ve still got some 6 digit serial numbered vehicles
